RePL to BVLOS: The Complete Pathway for Australian Drone Pilots

Every commercial drone pilot in Australia hits the same ceiling eventually.
You've got your Remote Pilot Licence. You're flying jobs. Then a client asks for something your licence won't let you do a 12 km pipeline inspection, a powerline corridor, a survey across terrain where you physically cannot keep the aircraft in sight. You quote the job knowing you'd need to fly Beyond Visual Line of Sight, and suddenly you're reading CASA documents at 11pm trying to work out what stands between you and that work.
Our team at DIWA flies BVLOS operations commercially, and we've walked this pathway ourselves. Here's the honest map including the part most pilots don't realise until they're halfway down it.
First: what your RePL actually permits
Your RePL lets you fly commercially within CASA's standard operating conditions. In practice that means keeping the aircraft within visual line of sight, below 120 m (400 ft) above ground level, in daylight, away from people and populous areas, one aircraft at a time, and clear of emergency operations.
Visual line of sight means exactly what it sounds like: you can see the aircraft with your own eyes, unaided. Not through the camera feed. Not "I know roughly where it is." Actually see it. On a clear day with a mid-size multirotor, that's a few hundred metres before the aircraft becomes a speck you can no longer orient or assess for traffic.
Everything beyond that point requires additional approval and here's where most pilots' understanding goes wrong.
The part everyone gets wrong: it's two approvals, not one
Passing an exam does not let you fly BVLOS.
BVLOS operations in Australia require two separate things:
A pilot qualification — you personally holding the theory credential that demonstrates you understand the airspace, meteorology, navigation and risk management involved.
An operator approval — the organisation you fly under holding a Remote Operator's Certificate (ReOC) with a specific BVLOS approval, supported by documented procedures and a safety case for the operation.
Pilots routinely sit the exam, pass it, and then discover they still can't legally fly the job because the approval sits with the operator, not the licence holder. If you fly under someone else's ReOC, their approval determines what you can do. If you're building your own capability, the operator-side work is the bigger project of the two.
Understanding this early saves months.
Step 1: EVLOS — the step most pilots skip
Before BVLOS, there's an intermediate: Extended Visual Line of Sight.
EVLOS uses trained observers to extend the visual line of sight beyond what a single pilot can maintain the aircraft stays observed, just not by the pilot alone. It's how a lot of real-world corridor and linear-asset work actually gets done, and it demands less approval overhead than full BVLOS.
For many operators, EVLOS is the honest answer to the job in front of them. It's faster to stand up, cheaper, and it builds the procedural discipline crew briefings, comms protocols, observer positioning that a BVLOS safety case will later require you to demonstrate anyway.

If a client's asking for "beyond line of sight," it's worth asking whether they actually need BVLOS or whether EVLOS solves it. Sometimes the cheaper answer is the right one.
Step 2: the pilot qualification — OCTA exam or IREX
For the pilot credential, there are two routes.
The BVLOS OCTA exam was designed specifically for remote pilots operating outside controlled airspace. It covers air law and CASA regulations, airspace structure, meteorology, navigation and GNSS, human factors, detect-and-avoid principles, radio communications, emergency management and operational risk. For most commercial drone operators, this is the faster and more relevant pathway.
IREX — the instrument rating theory exam from crewed aviation is the alternative, and it also covers operations in controlled airspace. It's broader, harder, and takes longer. It's the right choice if controlled airspace is genuinely part of your operational picture. For everyone else, it's a heavier tool than the job requires.
Neither exam is a formality. The failure rate for self-study is high, and the reason is consistent: the content leans on general aviation theory meteorology, navigation, air law that most drone pilots have never formally studied. People who fly beautifully still fail, because the exam isn't testing flying.
Practical detail: the exam is sat separately through CASA's exam provider, at a fee independent of any course. A failed attempt costs you that fee plus weeks of delay waiting to resit which is what makes structured preparation the cheap option rather than the expensive one.
Step 3: the operator side — the part that takes real time
If you're flying under an employer's or contractor's ReOC, this section is their problem. If you're building your own capability, it's the main event.
BVLOS approval on a ReOC generally requires documented operating procedures specific to BVLOS, a safety case for the operations you intend to run, evidence of appropriate aircraft and systems, defined crew roles and competencies, and a Chief Remote Pilot who can stand behind all of it.
This is where operational experience matters more than exam results. A safety case written by someone who has never planned a real long-range mission reads like one, and it comes back with questions. A safety case written from actual operations — where you've thought about lost-link behaviour, terrain shadowing, weather deterioration mid-mission, and who's making the call to abort - reads like a plan.
What it costs and how long it takes
Honestly: the pilot side is the fast part. Structured exam preparation is a couple of days; then it's your study time and the exam sitting itself. Most motivated pilots complete the pilot credential within weeks.
The operator side runs on CASA's timelines, not yours, and depends heavily on how complete your submission is. Budget months, not weeks, and expect at least one round of questions.
Which means the sensible sequence is: get the pilot qualification done early, while the operator-side documentation is being prepared. The exam is the piece entirely within your control.
Four mistakes that stall pilots
Assuming the exam is the finish line. It's one of two doors. Find out early which ReOC you'll be operating under.
Underestimating the meteorology and navigation content. These are the sections that catch experienced pilots. If reading a TAF at 5am still makes you hesitate, that's the study priority. (We wrote a guide on exactly that, and built a free NOTAM & TAF decoder to go with it.)
Studying alone from the wrong material. The syllabus is public; knowing which parts carry the exam weight is not. Self-study works for some people and costs others an exam fee plus a month.
Quoting BVLOS work before the approvals exist. Nothing damages a client relationship faster than winning the job and then discovering the paperwork is three months away. Know your capability before you quote it.
